Ukraine's leader Volodymyr Zelenskyy stated during his trip to Washington that Vladimir Putin's decision to seek talks with the US president demonstrates Moscow is feeling pressure. Zelenskyy commented, "It's evident that Russia is rushing to resume dialogue immediately after it learns of cruise missiles." This statement addressed earlier comments about providing long-range missiles to Ukraine.

Diplomatic Moves and Global Responses

An ex- US state department official, a foreign policy expert, commented, "Putin is trying to derail the progress toward increased pressure on the Kremlin." He added, "The outcome will become clear on Friday, but the chances of achieving a ceasefire by pushing Moscow to engage sincerely appear to have diminished."

This development came after the US president had recently been strengthening his rhetoric toward Russia until Thursday's conversation with Putin, which the Russian government characterized as "highly frank and constructive."

EU Energy Restrictions and Economic Effects

The European Union have set a mandate for energy importers into the European Union to prove their products are not sourced from Russian oil, as stated in a official guideline released on Thursday. This measure is part of the EU's forthcoming ban on purchases of fuels made from Russian crude, which is included in its latest sanctions package against Russia over its war in the region.

Market experts noted that trading patterns appeared to be considering the possible end of India's imports of Russian oil. Several Indian refiners are getting ready to reduce purchases from Russia, with expectations of a phased reduction, according to sources knowledgeable about the situation.

"This represents a positive development for the crude oil price as it would remove a major buyer of Russian crude," said Tony Sycamore, noting that oil prices were stable on Thursday.

Military Developments and Energy Strikes

A large-scale Moscow's unmanned aircraft and missile assault hit gas facilities in Ukraine's eastern regions on the same day, causing outages in eight regions. Ukrainian officials stated that Russian forces deployed hundreds of unmanned vehicles and many of missiles, along with glide bombs.

"This autumn, the Russian forces use daily opportunities to strike at our energy infrastructure," said Volodymyr Zelenskyy, adding that strikes affected the areas of Chernihiv, Kharkiv, Poltava, northeastern Ukraine and Vinnytsia.

International Political Reactions

Kyiv's envoy to Washington, the Ukrainian ambassador, asserted that Russia showed its true approach to negotiations through the "terror" of these attacks. "Russia yet again chose weapons over talks, making this assault into a direct blow to ongoing diplomatic initiatives," she said.

Meanwhile, the EU's top diplomat, the bloc's representative, stated that the European Union had no choice but to strengthen defensive systems against Russian threats. Kallas announced a "roadmap" to prepare for possible conflict by 2030, featuring a new anti-drone system to be fully operational by the 2027 deadline.

The proposed system, called the "European drone defence initiative," is projected to begin working in its first phase by the 2026 timeline and be fully functioning by the end of 2027. Brussels hopes to secure the backing of member state representatives at a meeting in the coming days.
